This procedure allows a group of states to have a legislative initiative even if not all Union members agree on this matter. At least eight states are needed in order to be able to launch the procedure.
The nine states, Romania, Hungary, Austria, Spain, France, Italy, Slovenia, Luxembourg and Greece will have to convince the Commission to approve their initiative.
