Mamaia barrier tax has always been contested. In March, as a follow to a complaint made by a tourist who paid this tax, the Court of Appeal in Bucharest decided that the access tax for Mamaia is illegal and consequently, it has to be annulled. In June 2007, the barrier tax was reintroduced, once the magistrates of Constanţa Court of Appeal decided, in a final sentence, that special taxes instituted by the local administration are legal.
Besides the barrier tax, the sentence also referred to other taxes, like the road tax, the irrigation tax, safety and public silence tax and that for mobile phone stations. According to some older declarations of the mayor Radu Mazăre, out of this so long disputed tax, the local authorities cashed 1,700,000 lei in 2008, 20,000 lei more than the sum cashed in 2007, and the money was used to organise some cultural, sports and entertaining events, in order to attract more tourists on the sea coast.
