Vicomlmpex Ltd company has as on of the associates Nelu Negrea and Basarab Popa's Pomacost.
During the Local Council meeting from September 2007, a very interesting project was approved, regarding a transaction between Constanţa Municipality and Vicomlmpex Ltd.
Everything seems to be in order, still this transaction catches the eye from several points of view: we are discussing about a retroceded land about a company which has Pomacost JSC as one of the associates, company managed by the cousin of the mayor Radu Mazăre, Basarab Popa. So, one way or another, the repossession signed by the mayor triggered some benefits of the cousin's. And let's see how this is. Two years ago, at the beginning of the fall, the local councilmen voted for the transaction between Vicomlmpex Ltd and Constanţa Municipality.
Good compensation = extinct litigation
We should state, from the beginning, that the company has as its associates Nelu Negrea and Pomacost JSC. The HCLM [Local Municipal Council Ordinance] project goes like this: "Constanţa Municipality and Constanţa Local Council (...), legally represented by the mayor Radu Ştefan Mazăre and VicomImpex Ltd, having headquarters in Constanţa, 84th Alexandru Lăpuşneanu Blvd (...), legally represented by manager Negrea Nelu. Taking into consideration lawsuit no 2601/212/2007 from Constanţa Tribunal. In compliance with art. 1704-1706 and 1709-1710 from the Civil code, this was signed. The parties understand to extinguish, commonly agreed and totally, the litigation which makes the cause of the lawsuit no 2601/212/2007 from Constanţa Court of Law".
