The company that gets infrastructure contracts in Sector 3 is Delta ACM '93 controlled by businessman Florea Diaconu, while most contracts in Sector 5 were won by Dioma International Exim, whose manager is Marian Dumitru. Moreover, the contracts won by Delta ACM '93 were awarded by direct negotiation without any announcement of participation.
In all, the companies have won 925 million RON (about 230 million euros) worth of contracts over the last three years, the equivalent of 30% of the value of the contracts signed by the two town halls, 3.1 billion RON, according to e-licitatie.ro.
The disproportionate allocation of funds from the state budget to one company is one of the causes that drew criticism in the latest report of the European Commission, which says that the institutions in Romania are weak in defending public procurement from conflicts of interests and corruption.
Ziarul Financiar only took into account the direct contracts, without including those won by consortia. Sector 3 and 5 town halls would not provide any explanation about how the companies managed to win so many contracts. Delta ACM '93 and Dioma International Exim said they had won the contracts in compliance with the law on public procurement.
