"As a rule, in Romania we have become accustomed to looking to the major investors, to being concerned with whether they actually come in to invest, as they are the ones who should, allegedly, help turn the Romanian economy around. In my opinion it is a mistake, because the main source, the guaranteed source of economic growth can be the domestic entrepreneur, the one that isn't going anywhere, just like the Carpathians aren't goint anywhere. The ones that don't relocate, just like the Black Sea or the Danube don't relocate. So, if we want to have guarantee of economic growth, we need to put our hopes in, and support the domestic investors. And it is in that regard that the small and medium enterprises have their fundamental role. Because you don't need a multinational to develop food production, to exploit your own agricultural output. You don't need a multinational to develop your spa resorts. We have so many areas with mineral waters, so many auspicious conditions for health tourism. You don't need a multinational to develop a ski slope. You don't need a multinational to develop many other activities that are useful to people, which can be developed by small and medium enterprises. That is why I believe that small and medium enterprises are the ones that we should be putting our hopes in, on one hand, and, on the other hand, the political action to create an environment favorable to their development."

I call it a "pretext", I don't use expressions such as "supposedly", or "allegedly".
My vocabulary is more limited, it's not that poetic - it would be hard for me to come up with an image like comparing the domestic investors with the Carpathian mountains, the Danube or the Black Sea.
