"In accordance with the transparency principle, the Fiscal Council is recommending a detailed outline of additional allocations aimed at the budgetary reserve Fund in the documents annexed to the rectification draft, specifying the sum that is to be used for the payment of arrears," reads the Fiscal Council's opinion on the 2010 budget adjustment draft.
The Council sees as welcome the setting of clear criteria on the basis of which this fund will be distributed with a view to avoiding discretionary allocations, as well as the periodic publication of the amount of the budgetary reserve Fund and of the destinations it is distributed for.
