The National Motorway and National Roads Company in Romania (CNADNR) has terminated two major motorway construction contracts within a week. After the institution announced the termination of the contract for the Cernavodă-Medgidia section, built by Colas, yesterday it was the turn of Romanian construction companies: CNADNR terminated the contract for the Moara Vlăsiei - Ploieşti section, built by the companies of three Romanian businessmen, also known as "asphalt kings": Dorinel Umbrărescu, Costel Căşuneanu and Dan Besciu.
The road company explained its decision by the fact that the four companies, Spedition UMB, Tehnostrade (both controlled by Dorinel Umbrărescu), PA&CO International (Costel Căşuneanu) and Euroconstruct Trading '98 (Dan Besciu), had abandoned works on a stretch of nearly two kilometres of the 42.5 kilometres of the section over 16 months ago, as well as by the fact that the contractors asked for an increase in the contract value. However, the contractor causing the biggest problems appears to be Euroconstruct, with Besciu's company being in charge of the two-kilometre stretch in question.
"The contractors divided the sections among themselves. The problematic stretch is part of the section that Euroconstruct Trading '98 was in charge of. In fact, Euroconstruct only finalised 25% of its stretch, Spedition UMB completed 98% of its works, while PA&CO International completed 60% of its allocated section," said sources from CNADNR.
